Lieutenant Anson Liu received his Bachelor of Science in Computer Science and Information Technology from the United States Naval Academy, and holds a Master of Arts in Defense and Strategic Studies from the Naval War College and a Graduate-level certificate in Geographic Information Science from Utah State University. Lt. Liu is a Navy Cyber Warfare Engineer officer with interdisciplinary experience architecting joint cyber capabilities & capacity, leading interagency cyber/intelligence operations, and directing maritime security and port operations.
He was stationed in Charleston, South Carolina after the academy and served as Assistant Port Operations Officer at Joint Base Charleston/NSA Charleston. As a qualified Small Craft Officer and coxswain, he supervised daily ship/crane operations in support of nuclear and conventional worldwide Combatant Command missions. He planned and led the joint Charleston Air Force/Navy/Coast Guard hurricane response for 2 Atlantic Hurricane seasons.
As a Cryptologic Warfare Officer (CWO), he led National Security Agency (NSA) Computer Network Operations’ 24 hr worldwide remote operations as Senior Watch Officer providing intelligence support to active combat operations and imminent threat warning. He also managed special projects for United States Cyber Command (USCC) Task Force Pacific as project action officer while stationed at Cryptologic Warfare Activity Sixty Six (CWA-66) at Fort Meade, Maryland. As a Cyber Warfare Engineer (CWE), he led Maritime Cyber capability development at Navy Cyber Warfare Development Group (NCWDG) at Fort Meade, Maryland. These capabilities fulfilled critical geographic combatant command and USCC requirements enabling access and pursuit of unconventional targets.
